State regulation of the creative and entrepreneurial environment in the modern economy

The socio-cultural changes that have taken place in the world in recent decades have changed people’s behavior, leisure activities, and cultural needs, which has led to an increase in the importance of cultural industries for society, and consequently an increase in the economic performance of the industry: the cash flows of creative industries are growing, the number of enterprises operating in them and employed citizens, and the share of creative industries is growing in GDP. The purpose of the study is to assess the dynamics of the development of creative industries in recent years, to study the world experience and established practice of state regulation of creative industries, and to analyze the instruments of state regulation of creative industries in the Russian Federation. The work uses a systematic approach, general scientific methods of cognition, methods of statistical, comparative analysis, and economic observation. The present study was carried out with the involvement of regulatory and legal sources, scientific publications by Russian and foreign authors, based on Rosstat data and the Agency for Strategic Initiatives data. The analysis of the dynamics of the gross value added of creative industries in the GDP of the Russian Federation and the share of the gross value added of creative industries in the GDP of the Russian Federation in recent years demonstrates the growth of the industry. Achieving global averages in the coming years is possible through government regulation of creative entrepreneurship and the creation of favorable conditions for its development. Legislative measures, government regulation and programming, and subsidies are considered as the main instruments of state regulation of creative entrepreneurship. The implementation of comprehensive measures to support and develop the creative and entrepreneurial environment should ensure the further growth of creative industries in the country’s economy, while meeting the cultural, social and economic needs of society.
