State regulation of production and use of alternative types of motor fuel in the Republic of Tatarstan

The use of renewable and alternative energy sources, including alternative types of motor fuel, contributes to the improvement of energy efficiency, as well as to improvement of environmental conditions, the reduction of emissions of harmful substances (pollutants) into the atmosphere, and the development of environmentally sound technologies. However, at present the market of production and use of alternative types of motor fuel is being poorly developed. One of the means to stimulate market development of alternative types of motor fuel is effective legal regulation. The purpose of this article is justification and development of individual proposals, aimed at creating the legal basis for State regulation of the production and use of alternative types of motor fuel in the Republic of Tatarstan. Based on the analysis of draft laws aimed at regulating relations in the sphere of production and use of alternative types of motor fuel, it was revealed that complexity exists primarily on the identification of the subject of legal regulation. This is due to, apparently, the fact that public relations in the sphere of production and use of alternative types of motor fuel have heterogeneous nature, containing both governmental (public regulation, supervision, and monitoring), and private legal relations (delivery, sale). Besides the appropriate environmental monitoring is required in the field of alternative motor fuels use. Therefore, it is advisable to draft a law, subject which covers a set of interdependent relations in the sphere of production and use of alternative types of motor fuel. This may be a draft of the law On the basis of State regulation of the production and use of alternative types of motor fuel. Its structure is proposed.
