This paper analyzes the challenges and opportunities for the development of small and medium-sized businesses in Russia in the current global, political, and economic environment. The current situation presents a number of challenges for the country, which necessitates the development of competitive advantages and the promotion of key growth areas. It is important to achieve the set goals within the specified timeframe in order to strengthen Russia’s position in both the economic and political spheres of the global arena. The relevance of applying modern approaches in public administration is emphasized in the context of this paper. It analyzes the role of supporting small and medium-sized enterprises as an important tool of public administration that contributes to the implementation of the country’s strategic development priorities in the current challenging and risky environment. The considered instruments of state support are of practical significance in the development and adjustment of development strategies for the constituent entities of the Russian Federation.
