State administration of innovation and civil society: realia and strategy of development

The new managerial paradigm consists in the transition from “people management”, “society management” to management of processes, structures, organizations, social and political changes, including innovative ones. The interaction of the authorities with the self-organizations of civil society in this area has both new opportunities, new restrictions and limits.
