Public administration of human resources development in the conditions of digitalization

The process of active digitalization of all spheres of human activity creates additional, ever-increasing requirements for employees and their willingness to use new opportunities due to digitalization. This implies the constant development of human resources within the framework of solving the most important task of improving human capital and modifying the work of the entire public administration system. This article formulates proposals for the development of the personnel potential of employees employed in the public administration system, adequate to the use of both market and administrative principles of regulation. The authors conclude the necessity of active use the opportunities provided by personnel marketing in relation to the tasks of state management of the development of human resources in the context of digital-ization.
