State management: concept, subjects, structure (modern trends)

The author of the article presents state management in its contemporary practice as subjects’ management activities that implements executive power to achieve the goals of the organization and to provide state and municipal services. Nowadays legal regulation of state management is being conducted, but as far as state management system is concerned the issues of security and stability of state development are not emphasized. The state fails to perform its «settle-the-public-life» function.
