Government influence on the development of small business in tourism

The article shows the state influence on the development of small business in tourism. It has been established that the development of small tourism entrepreneurship depends largely on the availability of such forms of its development as technoparks and, especially, business incubators. The latter should be created at large scientific centers, universities, and research institutes. It is determined that the limiting factor in the development of small tourism entrepreneurship is the lack of state financial resources. It is proved that the concept of tourism entrepreneurship is based on the main principles: entrepreneurship involves the implementation of new combinations of factors of service activity; entrepreneurship is a function of the service environment, which determines its capabilities, types, motivations. It has been established that tourist enterprises, organizations, institutions of any form of ownership should take the initiative in their activities, carry out investment and innovation activities, take risks, improve management, marketing, make a profit - everything that ensures the competitiveness of a tourist enterprise in the market. It was found out that the degree of implementation of each of these functions varies depending not so much on the form of ownership, but on the specific conditions of activity, legislative and regulatory framework, experience and qualifications of managers. It is proposed not only to change the control over the implementation of tourism development programs, reduce their number, but also to create appropriate administrative and organizational forms to ensure their implementation.
