Government procurement in the context of import substitution as a method of supporting small and medium-sized businesses

The article examines the participation of SMEs in public procurement in the context of import substitution. This topic is relevant due to the current situation of sanctions pressure on Russia and the need to meet the needs of government agencies, as well as support and development of small and medium-sized businesses in the current conditions. The existence of a number of difficulties that hinder the effective implementation of import substitution policy in public procurement also necessitates the study of this topic. Based on information from portals dedicated to public procurement, as well as regulatory documents, the authors analyze the position of SMEs in the public procurement market, identify the positive effects for participants from the implementation of this procedure, consider the problems faced by customers and suppliers, and suggest ways to solve them.
