Official language as an institutional element of the constitutional status of the Republic of Karelia

One of distinctive features of legal status of the republics within Russian Federation is the right to establish their own official languages. The implementation of this right, however, sometimes may not be well-grounded, since the use of the republic’s title nation language may be (like in Karelia) limited. What status should republic’s title nation languages then have? How to maintain their security and development?
