State control and audit: actual problems

The article is devoted to the analysis of the works of Russian scientists in the field of state control and state audit, outlining the author's approach to the concepts existing in the Russian legislation. Problems were also identified in connection with the lack of certain types of state financial control in the current legislation and a well-reasoned solution was proposed, namely, the inclusion of the concept of "operational control" in the Budget Code of the Russian Federation.
