Public officer in modern Russia: advantages and disadvantages of the profession

The article describes the professional features of public officers in modern Russia, identifies the main differences between public and commercial employment, and analyzes approaches to identifying and classifying the professional competencies of public servants. Nowadays, the specific nature of the public officer’s operation is a relevant issue because the presidential decree of 2017 approved the new regulations on creating a pool of candidates for government authorities. Among the main motives for choosing a profession of a public servant, young people note such factors as the high salaries including bonus, an opportunity to participate in state projects, acquire an indispensable experience and knowledge. Prestige and stability of public structures are the main factors of increasing interest in this profession. The complexity of employment and the high level of responsibility for the performance create barriers to the career advancement of the young experts.
