State council of the Russian Federation and the institute of Russian presidential envoy in federal districts in the context of relationships of senior officials of the Russian Federation and president of the Russian Federation

This paper discusses the practical realization mechanisms of the legal relationship of senior officials of the RF subjects with the President of the Russian Federation through their participation in the work of the State Council of the Russian Federation and with the president's plenipotentiary representative in the federal districts. Analyzing the results of the interaction of heads of Russian regions with the president's plenipotentiary representative in the federal districts of the Russian Federation and the State Council, the author concludes that the development of the legal and political potential inherent in these institutions of power is expedient to regulate their activities through the development and adoption of relevant federal laws.
