Boundaries of expert and appraiser's competencies when considering cases on disputing cadastre value

The article discusses the issue of the inadmissibility of a legal assessment by an expert of an appraiser’s report as evidence in the framework of a forensic examination in cases of challenging the cadastral value. The author believes that a misinterpretation of the court’s question on the conformity or non-conformity of the appraiser’s report with the legislation on appraisal activities leads to an expert error. Comes to the conclusion that the expert’s judgment should relate exclusively to the epistemological goodness of the appraiser’s report, without affecting the issues of its reliabilityin the procedural sense and its assessment as evidence.
