Civil culture of Sverdlovsk youth in the system of public administration

The article deals with the notion of civil culture from the standpoint of activity and social resources approaches. The results of the survey of youth in the Sverdlovsk Region (November 2016, N = 2019) and the results of a survey of experts in the field of youth policy are considered. The authors mark a growth of the importance of independence, freedom and self-realization for young citizens of the Sverdlovsk Region. The study gives grounds to state that there is an unused social potential of young people, which manifests itself in the growth of protest activity. The perception of civic culture of youth as an object of management and deprivation of the subjectivity of citizenship carriers leads to unsolvable contradictions in the system of state administration. The author substantiate the necessity for searching new ways of satisfying the needs of Russian youth in self-expression and self-realization.
