Civil society as a socio-political phenomenon

The article deals with the phenomenon of civil society. The author considers the main stages of its evolution on the basis of the temporal development. The special attention is paid to the number of possible problems in interaction of the civil society institutions and the government authorities on the phase of the electronic civic society development.
