Economic powers of local councils of people’s deputies in the "stagnant" years

The period of the so-called "stagnation" in the history of the Soviet state covers the 1970s - the first half of the 1980s, when the leader of the USSR was General Secretary L.I. Brezhnev. From an economic point of view, this period is characterized by a certain stagnation in the development of the Soviet economy, based on the principles of planning, centralization, and the absence of private ownership of the means of production. At the same time, the activities of economic entities (enterprises, organizations, associations, trusts, etc.) were coordinated by local Councils of People's Deputies. The article examines the specifics of the powers of local Councils of People's Deputies in the economic sphere during the period of "stagnation". The relevant legal acts regulating the status of local Councils of People's Deputies on economic issues and scientific works on this issue are analyzed. It is noted, in particular, that the role of local authorities was formally significant in terms of making legal decisions on various aspects of economic relations. At the same time, in reality, local Councils of People's Deputies were far from always able to exercise their powers, and their relations with economic entities as sources of local budgets were quite complicated.
