Economic issues as a subject of discussion local Soviets in the “stagnant” USSR

The features of legal regulation and implementation of the powers of local Councils during the years of “stagnation” in the Soviet state (1970s - first half of the 1980s) are revealed. A comparison is made between the competence of local authorities in the sphere of economics and finance with the “stagnation” of economic relations in modern Russia.
