Ideas of M.V. Lomonosov and N.F. Fedorov on formation of the North Siberian transport ring with reference to the Euroasian socio-dynamics and higher education

Today the North of Russia is a place where the civilizations of the East and the West meet and domestic thinkers M. V. Lomonosov and N.F. Fedorov expected that. Relying on their ideas and taking into account the tendencies of technological development we can define the contours and functions of the two-staged transport ring of Russia: the Trans-Siberian Railway and Northern seaway considering not only laying the optimum trading ways but also the scientifically proved development of the North natural resources.
