The author describes characteristics and regular tendencies of current international community development that predetermine the necessity of humanity global transition to a new level of development. The most significant stages of regular development conception formation in political and scientific discourses are determined and basic problems hindering radical renewal of basic foundation of live and transition to the continuous development viewed.
