Identifying the factors of the tourism and recreation complex functioning from the position of sustainable development

The article raises an urgent issue due to the existence of theoretical and applied gaps in the implementation of a sustainable approach in relation to the tourism development. The main goal of the study is the determination of a set of factors determining the sustainable development of the tourism and recreational complex of the territory. Taking into account the fact that the tourism and recreational complex development within a specific territory is characterized by a huge number of elements that are heterogeneous in nature and the relationships among them, in the absence of sufficient quantitative information about the dynamics of the processes, the authors have concluded that ensuring the sustainable development of the complex to the category of poorly structured problems and requires the use of innovative methods, approaches, tools. Therefore, it is proposed to use the methods of cognitive methodology based on the graphical and settheoretic description of systems as the main research tools that allow working with both qualitative and quantitative parameters and have the ability to fill in other methods of system analysis at different stages of the study and decision making. As a result of the study, he authors have developed a system of factors for the studied object (tourism andrecreational complex) and its external environment, creating timevarying combinations of influences, both positive or stimulating, and negative or limiting in nature on the way to sustainable development. The resulting set of factors can act as the basis for creating a simulation model and allows formalizing in a certain way the process of making managerial decisions based on scenario modeling. The reported study was funded by RFBR according to the research project № 1801000665А /19 Methodological Approach to the Assessment of the Potential and Forecasting of Development of Tourist and Recreational Clusters in the Conditions of Territorial Differentiation.
