For the first time, scientific and methodological aspects of the ideological factor of education quality as a social phenomenon have been developed using data from the Republic of Belarus. A factor analysis of the topic area was conducted in the context of the transforming challenges and threats to national security in the Republic of Belarus. The state-ideological axioms of an innovative methodology for improving education quality are defined. The role of Belarusian state ideology as a cognitive basis for education, upbringing, and development in ensuring national security is substantiated.
