Implementation of the provisions of the Convention on the Protection of Cultural Property and other conventions in the Criminal Code of the Russian Federation regarding the subject of Article 164 of the Criminal Code of the Russian Federation «Theft of objects of special value»

Modern processes of globalization are characterized by active intercultural communication and the resulting interpenetration of traditions and social experience of interacting peoples and countries, which may be accompanied by the displacement or replacement of elements of national culture by popular international or foreign cultural phenomena. In these conditions, the problem of preserving national identity on the basis of historically established national culture inevitably arises. Cultural values are the main core of culture, therefore, one of the tasks facing society and the state should be the task of preserving cultural values. This is especially important for Russia due to the current rather dangerous situation regarding the preservation of national cultural treasures. The indicators of criminal encroachments related to the theft and subsequent illegal export of cultural property outside the Russian Federation confirm the level of the current threat to cultures.
