Import substitution potential of Russian agricultural engineering: assessment, risks, ways to implement

The authors attempt to solve the following research problems: to identify trends and issues related to the development of import substitution production in Russian agricultural engineering; to analyze the import substitution potential of this industry; to determine the main risks of and opportunities for import substitution projects. From a methodological perspective, the study is based on the content analysis of research and economic statistics describing the development trends of Russian agricultural engineering. Special attention should be paid not only to the state stimulation of domestic effective demand for Russian agricultural machinery but also to the creation of new high-tech competitive productions in the industry that extensively rely on the R&D results. While studying the trends in the development of agricultural engineering, the authors adopt a methodological approach to substantiating the development areas of the import substitution potential of the industry considering the accumulated resource potential, expectations, and consumer needs (in the context of the interdependence of supply and demand). This approach can prove the reasonable choice of priorities and areas for the development of Russian agricultural engineering depending on the specific nature of its economic potential and the needs to provide agricultural activities in the region.
