Property policy of subjects of the Russian Federation: aims and tools

The article discusses the new policy direction for the management of the property of constituent entities of the Russian Federation, showing their relation to the concept of development of the country. The author analyzes the practice of separate subjects of the Russian Federation on the implementation of the ownership policy objectives, discusses the most common tools that contribute to the achievement of objectives, grouped the indicators of the quality of property management of the Russian Federation. It is concluded that in the management of state property dominated by technocratic, rational type of control, which does not fully correspond to the modern management paradigm.
