Innovation human capital index of the regions with a dominant metallurgical production

The article analyzes the specifics of the theory of human capital industry in the case of the formation of the index of human capital for innovative business projects in 21 regions of the Russian metallurgical industry and fabricated metallic products from 2006 to 2010. Based on the analysis we formulated regression model development of the innovative human capital for business projects in metallurgical production and fabricated metal products industry. The regression model is given by the linear equation of simple regression, linking the number of innovative organizations, with the level of innovation- human capital.
