Development index as an adaptation indicator: relationship to the lifestyle and living conditions

Modern studies of economic and social adaptation of the population of the regions are actualized by the sustainable development agenda, as well as the national development goals of Russia until 2030, aimed at improving the quality of life including education, health, and income level. These indicators form the basis of the Human Development Index (HDI), which together allow considering it as a refl ection of adaptation level. The aim of the research is to assess the impact of individual factors of lifestyle and living conditions on the HDI in the context of Russian regions. Household expenditures on recreation and culture, as well as Internet use, are included as lifestyle variables. Living conditions are represented by crime rate and living space per person. We proposed two hypotheses: 1) an increase in crime rate lowers the HDI in a region; 2) an increase in household spending on recreation and culture, internet access opportunities, and individual housing size raises the HDI. Control variables are also included in the model. We performed multiple regression analysis on panel data for 83 RF constitute entities for 2013-2019. We estimated three models: fixed effects model using Driscoll-Cray standard errors, lagged variable model, and quantile regression. We obtained fairly robust statistically signifi cant results, which allowed the hypotheses to be accepted. Evaluation of quantile regression with the allocation of five quantiles showed the signifi cance of variables with variation by groups. At the same time, regions with higher HDI were more sensitive to changes in living conditions, and regions with lower HDI values - to changes in lifestyle. The results obtained can be taken into account in the development of socio-economic policy measures in the regions belonging to different groups of the HDI rating. In the future we are planning to expand the time interval of assessment and include new variables in the model.
