Indicative approach to the diagnostics of regional budget security (case study of the Russian Arctic regions)

The article is devoted to the state of budgetary security in the Arctic regions, which are fully territorially included into the Arctic zone of the Russian Federation. The authors propose the methodology of estimating the level of budgetary security by the degree of interest settlements of participants of financial-distribution relations. They have substantiated the system of indicators, which identifies three assessment directions depending on the manifestation level of budgetary security (region, business, and population). The calculation and analysis of the cumulative integral index allowed to classify the Arctic regions of the Russian Federation according to the level of budgetary security, which characterises the degree of interest settlements of participants. The comparative assessment of individual integral indices by three directions revealed the violation of the balance of interests of the participants and deterioration of their well-being. Further research will focus on the development of proposals aimed at preventing the identified threats and achieving the balance of interests of the participants of the investigated process.
