Inertia of the model of functioning of Russia's regional universities in the post-industrial economy

The article reveals the phenomenon of structural inconsistency of the labor market and the real economy with the system of personnel training in Russia’s regions. The urgency of the problem is associated with the risk of large-scale unemployment in the coming years due to the unavailability of regional higher education systems to the needs of the post-industrial economy. To determine the directions of distortion of the professional structure of specialists trained in regional universities, we have proposed a typology of development models of the entities of the Russian Federation including five varieties - cultural and leisure, natural resource, innovative and technological, hybrid and depressive; identification of all Russia’s regions is carried out in accordance with the accepted typology. To illustrate the personnel imbalances accumulated in the regions, the article considers three entities of the Russian Federation: the Republic of Dagestan, Kamchatka Krai and the Lipetsk Oblast. For this purpose, the work identifies the sectoral drivers of the regional economy and compares the share coefficients in the sectoral structure of GRP, employment and students. We have shown that the most important and rapidly developing sectors of the regions are not supported by the training of the appropriate personnel, while the mass of young specialists, who cannot be in demand by the local economy, are released to the labor market. In addition, regional university systems are aimed at total higher education, support the excess of the supply of educational services over the demand for them, which completely devalues the institution of higher education itself. We discuss the directions of changing the structure of personnel training in universities and education quality due to the radical reformatting of existing training programs. Thus, the regional universities of the country face the tasks of both quantitative and qualitative correction of their activities.
