Information and communication technologies - the keynote of the urban management

The global loss of confidence in the institutions of power reveals the mechanism of using civilian capacity in matters of urban policy. The authors note that a change of the model of domination of active minority opinion in the voting and public hearings into the model of electronic city referendum reflecting positions of the majority of Muscovites could be an effective tool to overcome the crisis in relations between the rulers and the ruled.
