The problem of the effectiveness of municipal government is highly relevant in modern society, since municipal authorities are as close as possible to the population, their task is to direct their activities primarily to meet the needs of citizens living in a given locality. It is by the actions of the municipal authorities that citizens assess power in the country as a whole, thus, they act as a kind of conduit between the population and the authorities.
