Infractructural development of digital economy projects

The paper is devoted to the problems of planning and monitoring of digital economy projects aimed at the development of information and computing infrastructure. Based on the analysis of current trends, a separate direction for the management of infrastructure projects is highlighted. In particular, a decision support system for assessing the prospects and investment attractiveness of innovative projects in modern conditions is proposed. The innovative nature of the implementation of projects in this case is determined by the stack of applied information technologies, from which key advantages are expected from the digital economy. From this point of view, the management of innovative projects of the digital economy boils down to stimulating digital platforms that provide emission of services and motivating projects with maximum infrastructural return. As a key indicator of the effectiveness of the development of IT infrastructure, an assessment of the infrastructural return is proposed, this allows risk assessment and prospects of issuing new services. The article proposes a methodology for calculating an infrastructural return in the framework of the implementation of digital economy projects. An example of the implementation of this methodology for planning and monitoring projects with infrastructural returns in practice for the National program “Internal costs for the development of the digital economy from all sources by share in the gross domestic product of the country” is given. As an example, the project of creating four Express-RV spacecraft in highly elliptical orbits in the model of infrastructure return has been considered. The research results can be used in the development of innovative management systems in digital social and economic systems.
