Infrastructure projects as a tool for ensuring political stability in the context of national security interests

The article describes the system of political goals of countries based on the theory of satisfaction of needs as one of the stages of the development of the political system. The article reveals philosophical and psychological foundations of the presented concept of political goal setting and notes the limitations of this approach. The authors present examples and results of countries' infrastructure policies that have caused discontent or protest activity of the population, as well as reflect public policy practices aimed at reducing the likelihood of destabilization of the political system in the interests of national security. The paper describes the process and gives examples of a social contract between the government and the population, which expresses in meeting the basic and higher needs of society through the implementation of infrastructure projects.
