The article is devoted to the role of proactive budgeting in building a system of interaction between the state and society as a tool to increase the efficiency of government activities carried out with the participation of citizens. Managerial examples of effective interaction between the government and society are given, an approach to the strategic development of proactive budgeting is substantiated.
