The article traces the historical experience of the Yakut steppe duma to expend the powers of the self-governence while implementing the regulations of «Charter of governance of indigenes» in Siberia. Liberalism of the charter promoted activitization of positive tendencies in administrative, political and economic fields of dumas activity.
