Inclusive approach to rural development

The problems of sustainable development of the Russian countryside are systemic in nature, in the last decade they have worsened as a result of the emergence of new unfavorable factors, such as a reduction in the incomes of agricultural workers, an increase in the gap between the standard of living of urban and rural populations, and the deterioration of rural infrastructure. As a result, the degradation of the village is observed, the number of rural settlements is decreasing. The emergence of social tension is inevitable, which can be avoided only through the use of a set of comprehensive measures aimed at improving the lives of villagers, creating opportunities for the formation and implementation of career and personal growth. The study of the dynamics of rural development, negative factors that expand the list of problems of rural areas, lead to the conclusion that it is impossible to solve the issues of food self-sufficiency within the framework of the current situation of rural areas. Measures to support them are of a one-time point nature, do not cover the problem as a whole, are aimed at solving individual tasks, and not at creating stable conditions for the development of rural areas. An inclusive approach to solving rural problems is needed, which is based on the human factor - ensuring equal conditions and quality of life for all citizens of the country, regardless of their place of residence and social status. Achieving the principle of “equal opportunities” involves defining a system of targeted social standards of living and life support, methods and conditions for achieving them.
