This paper examines the production activities of small IT companies in supporting the digitalization of the national economy and maintaining technological sovereignty in key industries. In Russia, the share of small and medium-sized organizations implementing technological innovations is 7%, which does not meet societal needs and the current situation. A calculation of the spillover effect from innovation implementation at the regional level demonstrates the need for a public policy that supports small businesses in pursuing innovative development. The study’s methodological framework utilizes general scientific methods of cognition and analysis, as well as economic and mathematical tools. The objective of the study was to develop scientific approaches to increasing the innovative activity of small IT companies by enhancing production and labor activity. The paper presents the results of a study assessing the performance of key functional specialists at a small innovative enterprise –KIS LLC*. An analysis of the production activities of a small enterprise for which software development is the primary source of income demonstrated that improving productivity should be based on appropriate incentive schemes that determine employee satisfaction and developed KPIs. The research’s novelty lies in the development of a methodology for multifactorial assessment of the innovative activity of small IT companies, improvement of work motivation through the use of work platforms, and the development of performance indicators for IT specialists.
