Innovative complexity of decision making in waste management

The sphere of municipal solid waste management in Russia today remains in a state of systemic crisis, despite significant attention to it from the state. The purpose of the study is to substantiate the feasibility of creating a regional situational center for managing the waste management process in each constituent entity of the Russian Federation – a model of an integrated digital platform for managing solid municipal waste management processes. The study is based on legislative and other regulatory legal acts establishing the procedure and methods for handling municipal solid waste, state programs, tools and mechanisms for implementing state policy in this area. As a result of the study, the authors proposed a structural and functional diagram of the regional situational center for managing solid municipal waste management processes. The creation of a digital platform recording each stage of solid municipal waste management – from accumulation to disposal will ensure transparency, identify violations in real time, and generate reliable statistics. This movement can be accelerated by the widespread involvement of the population in the separate collection of solid municipal waste based on the introduction of effective organizational and economic mechanisms to stimulate residents. The analysis conducted showed that the roots of the problems lie not only in the technical or financial plane, but, above all, in the institutional and managerial weakness of the existing model.
