Innovative culture as an educational paradigm

The article describes the state educational activity focused on the innovative development. The effectiveness of these measures depends on the innovative culture as a complex of personal and professional competencies. The author considers the innovative culture in the framework of competence-based, activity-based and development-based approaches. It is emphasized that the innovative development can be implemented only after there are conditions conducive to the emergence and development of people's ability and willingness to innovative changes.
