Regional innovation strategy: modalities for increasing its effectiveness

The study systematizes and presents three groups of theoretical approaches to interpreting the strategy of regional innovative development: 1) the desired perspective of the regional innovations (strategy in the strict sense); 2) the strategy as a management process; 3) the system of strategic management of regional innovative development (strategy in the broad sense). The new criterion in the classification of innovative strategies that reflects the procedure for elaborating the strategies of regional innovative development is proposed and tested based on the entities of Volga Federal District. The research proves the hypothesis about the impact of the method of formalizing the strategy development results on the effectiveness of the regional innovation system activities with the help of innovation development rating of the entities of the Russian Federation proved by Association of Innovative Regions of Russia. In the modern context, the best way to create innovative strategies is to produce a set of innovative strategic planning documents. Their implementation will allow one to increase the regional perspective in terms of innovative development.
