The article analyzes the possibilities of innovative development of manufacturing enterprises in the Nizhny Novgorod region. The main scientific achievements made by Russian scientists in this area are considered, directions for further scientific research are identified. In the context of restricting the import of production technologies and equipment in the country, problems arose related to the import substitution of products that fell under the import ban, as well as problems associated with the withdrawal of foreign manufacturers from the market. The main direction of solving the problems of import substitution of production in the conditions of migration restrictions is the introduction of innovations in the activities of manufacturing enterprises, since the manufacturing industry is a key element of ensuring economic security and increasing the competitiveness of the country.The result of the study is the analysis and systematization of state support measures aimed at increasing the innovative potential of the manufacturing industry and overcoming the crisis phenomena in the economy. The authors analyzed statistics in the direction of research, constructed economic and mathematical models. Promising directions of enterprise development in the context of import substitution policy and ensuring national technological sovereignty are presented. Perspective directions for the development of enterprises in the context of the import substitution policy and technological sovereignty are presented. All this proves the high practical significance of the new provisions reflected in the article.
