Innovative clusters as a factor of economic development of the Volga regions

The structure of the indicators underlying the formation of Russia's position in the Global Innovation Index is considered. The processes of innovative development and clustering of the economic systems of the Volga regions are analyzed. The grouping of subjects of the Volga Federal District from the point of view of innovation activity is presented. In order to integrate the economic systems of the Volga region regions, an innovative hypercluster model is proposed. The main factors of improving cluster policy in the Volga regions are highlighted.
