Innovative approaches to forecasting of labour capacity at the municipal level

The article deals with the forecasting of labor potential at the municipal level. One of the innovative approaches in the development of the forecast of labor potential development the author proposes the use of Western methodology of economic growth factors: supply factors; demand factors; efficiency factors. The application of this approach to the process of forecasting the labor potential allows us to distinguish three of its directions. The first direction - forecasting the supply of labor potential, providing physical opportunities for economic growth, and the solution of such problems as: the maintenance of the working individual in a normal state of life; compensation for natural loss of the working population; training and retraining of skilled workers; quality development and improvement of the economic system, ensuring compliance of the labor force with the requirements of production conditions. The second direction is the forecasting of demand from the municipal economy for this “volume” of available labor resources. This forecast will allow to solve the following tasks: distribution of professional qualification; placement of workers in the areas of material and intangible production; distribution of jobs in enterprises and organizations, taking into account the labor motivation of each individual employee. The third direction is forecasting the efficiency of the use of labor potential, which should be considered as the ability of the labor resources involved in the economic turnover to create the maximum number of useful products. The forecast of efficiency of use of labor potential as a factor of economic growth in municipalities consists in forecasting of effective employment. The result of this approach to forecasting the labor potential is the indicator of economic development of the municipality - the gross municipal product (VMP).
