Innovative capacity and formation of regional innovative system in the Republic of Karelia

The article is devoted to the development of scientific and innovative capacity in the northern cross-border region. The structural diversification of economy through innovative technological development is one of the priority directions of development in the Republic of Karelia which ensures its competitiveness. The regional innovation system of Karelia is created on the basis of some existing structural elements, as well as the available scientific and workforce capacity. State innovation policy in the region is based on forms of support, which include the formation and improvement of the legal framework, public funding, information technology, infrastructure development, training and selection of human resources. In the conditions of competition and the formation of a single information and communication space of Russia, as part of the global information space, almost the only opportunity for Karelian enterprises to enter the world rhythm of a new technological wave and successfully take advantage of the new conditions "diffusion of innovation" and the advantage of cross-border situation is the creation and development of market information and knowledge as production factors. The potential of information technologies and the expected growth of investments in information systems create new opportunities for successful business in the region. It is planned to increase the new technological innovations in the region's economy on the basis of the massive use of advanced information technologies, computer equipment and telecommunications.
