Innovative potential of regional intellectual property markets in the processes of digital transformation of transaction cost management

The creation of intellectual property contributes to the growth of innovative potential and the development of the intensification of innovative activities of enterprises, which positively affects all sectors of the economy. However, statistics show that a significant amount of intellectual product is created in universities, where highly qualified scientific personnel, material and laboratory base for this activity are concentrated. For the purposes of our article, we analyzed the presence of concentration of an intellectual product in various universities of the Central Black Earth Economic Region, the process of its commercialization and the structure of transaction costs that accompany this process. The consequences of making managerial decisions in this case creates the preconditions for the enterprise to achieve a certain level of transaction costs compared to the background. The Central Black Earth economic region is part of the Central Federal District and includes 5 subjects of the Russian Federation: Belgorod, Voronezh, Kursk, Lipetsk and Tambov regions. The territory of the district is 167.7 thousand square meters. km, and the population is 7.9 million people. and is located in the center of the European part of the Russian Federation. Neighborhood with the developed industrial regions of Russia (Central, Volga, North Caucasus) favorably affects its economic development.
