Institutional feartures of development in the Baikal natural territory

The article deals with the development of the region related to institutional constraints. The external conditions that determine the institutional environment of the region are studied (socio-economic, environmental, legal, geographic). The paper analyzes the impact of the regime of protected areas in the region's economy and the possibility of forming a special areas management.
