Institutional background of formation of municipal policies in the social sphere

The article deals with the formation of municipal social policy at the level of the municipal district and settlement. The legal framework of state social policy, the organization of local self-government, strategic planning for the development of social infrastructure are considered. The specifics of the implementation of social policy at the municipal level of governance are identified, including the goal, objectives and implementation mechanism.
