Institutional problems of formation and implementation of state youth policy at the regional level

The article analyzes institutional problems of the modern youth policy at the regional level in the Russian Federation. The author reviews the functions of institutions dealing with the problems of youth policy at the regional level, and concludes that, on the one hand, there are prerequisites for the creation of an effective vertical in the sphere of youth policy according to the "federal level - regional level -municipal level" principle, and, on the other hand, due to a number of reasons these preconditions remain unfulfilled.
