Institutional problems of non-diversified rural areas management

The article substantiates mono-functionality of the majority of the country’s rural settlements and proves the village-forming role of large agricultural enterprises. It reveals the institutional problem of rural areas management consisting in lack of the legal rules considering mono-functionality of these territories. The author analyzes the influence of agricultural enterprises liquidation on the dynamics of population decline and agricultural production decrease on the example of the Elovsky municipal district of the Perm krai. The author shows a necessity of introducing categories «village-forming agricultural organization» and «non-diversified rural settlement» into the legal area and corresponding amendments to the Federal Law «On Insolvency (Bankruptcy)».
