The institution for emergency measures in the pre-revolutionary Russia: a retrospective analysis

The paper analyzes the specific features of development of the emergency legislation and legal regulation of social relations in the extreme conditions in pre-revolutionary Russia. It is shown, that originally the emergency actions were taken to quell civil unrests and rebellions by the armed forces. The author analyzes the regulatory framework ensuring the unity of actions of administration, police and army in cases of emergency. The system of authorities controlling the institution of emergency measures is characterized.
