One of the important institutions, established in the Russian Empire as a result of judicial reform of the 21st century, became the institute of candidates for judicial office. It was aimed at training of professional personnel for the judicial system. Candidates some time worked in the judicial office at various low positions and received the necessary experience. Later they were appointed as judges, prosecutors and their mates. The institute of candidates for judicial positions had significant advantages, allowed young people to receive practical skills of work, advance in their careers. Its regulation and practical implementation had essential disadvantages, not always allowing carrying out properly the tasks, set by the legislator on training of candidates for judicial office to work as judges.
